PROGRAMME OBJECTIVES

Overall Objective:  To contribute to a peaceful, cohesive, secure and inclusively developed Mindanao.

Specific Objective:  The establishment of an enabling democratic governance environment for a smooth implementation of the transition in the Bangsamoro Region.

PROGRAMME COMPONENTS

OUTPUT AREA 1:  ENHANCED CAPACITY OF THE BTA’S EXECUTIVE BRANCH TO EFFICIENTLY FORMULATE AND IMPLEMENT TRANSITIONAL POLICIES

RESULT 1: Improved capacities of the executive branch superstructure
RESULT 2: Improved delivery of services by ministries, offices and agencies
RESULT 3: Enhanced professionalism, motivation, neutrality and integrity of the Bangsamoro civil service
OUTPUT AREA 2:  ENHANCED CAPACITY OF THE BANGSAMORO PARLIAMENT TO EXERCISE ITS LAW-MAKING, OVERSIGHT AND REPRESENTATION FUNCTIONS

RESULT 1: Improved Parliament’s physical and organisational frameworks
RESULT 2: Improved Parliamentary law-making and oversight capacities
RESULT 3: Enhanced citizens’ awareness of the Parliament’s role and achievements
OUTPUT AREA 3: ENHANCED CAPACITY OF THE MULTIFACETED BANGSAMORO JUSTICE SYSTEM TO ADJUDICATE LITIGATION

RESULT 1: Legal and regulatory framework and structure of the multifaceted justice system is established and institutionalized
RESULT 2: Strengthened capacity of the Bangsamoro justice institutions to resolve disputes, including through the use of mediation and conciliation, and dispense justice that is consistent with international human rights standards
RESULT 3: Citizens, especially the most vulnerable and marginalized, are empowered to better assert and claim their rights
OUTPUT AREA 4:  ENHANCED CAPACITY OF THE CIVIL SOCIETY TO CONTRIBUTE TO A PEACEFUL TRANSITION TO BARMM

RESULT 1: Enhanced capacity of CSOs to help mitigate risks to peaceful transition
RESULT 2: Enhanced CSO capacities to become effective service providers in conflict-affected communities during transition
