The Government of the Republic of the Philippines (GPH), with support from the European Union (EU) is implementing the “Support to the Bangsamoro Transition Authority” (SUBATRA). As specified in the terms of reference of this programme, the capacity of the Bangsamoro. The capacity of the executive and legislative branches of the BTA to implement the transition according to BOL’s provisions is the most critical issue for peace consolidation in Mindanao, being the cornerstone of the core Bangsamoro self-reliance and self-determination for effective autonomy. The challenge is enormous in such a short time frame, further compounded or exacerbated by COVID-19 pandemic, foremost of which is the enactment of the BARMM core legal framework, establishment and capacity building of transitional political institutions as well as development and undertaking of key transitional policies. The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is a newly established political entity in the southern Philippines. The regional government is tasked with implementing the peace agreement between the Philippine government and the Moro Islamic Liberation Front that ended decades of armed conflict in the region.
The purpose of SUBATRA is to contribute to a smooth and timely undertaking of the transition through capacity building of the 3 branches of the Bangsamoro Government to promote an enabling good governance environment with a focus placed on capacities that are critical for a sound functioning of interim institutions, more specifically on the;
- Capacity of the BTA’s executive branch superstructure to impulse and coordinate key transitional policies and capacity of Governance line ministries to deliver basic services (output 1)
- Capacity of the Parliament to exercise its law making, oversight functions and representation functions (output 2),
- Capacity of the Justice System to adjudicate litigations and improve access to justice (output 3) and,
- Capacity of the civil society to contribute to a peaceful transition (output 4).
This mission mainly supports the achievement of output 1 Component 1 : Improved capacity of the executive branch superstructure to impulse and monitor transitional policies, more especially it will address Result 1.1: Enhanced capacity of the OCM to lead Government work
Job description
Objective
The overall objective of this consultancy work is to provide the LGU officers, particularly the procurement staff, with the opportunity to learn, appreciate, and develop the technical know-how required to navigate the intricacies and sensitivities of government procurement work as outlined in the new Procurement Law and its IRR.More specifically, by the end of the training, participants should be equipped with:
- Adequate knowledge and proficiency in applying the law and its IRR within the context of the SGA, especially during its transition phase.
- Guidance in simplifying systems through the integration of an electronic procurement system.
- Knowledge and technical guidance in responding to emerging procurement needs of the LGUs
The consultant shall work in close coordination with the SUBATRA technical Assistance Team Key Expert on Governance and Project Development Expert, the MILG Focal SGA the SGADA Officer. This project will be under the oversight of the Office of the Senior Minister.
Required Outputs/deliverables
The assignment shall have a duration of 5 working days. The expected deliverable are as follows:
- Preparation and development of the training Design, presentation materials, participatory assessment tool/guide;
- Execution and actual conduct of the assessment and conduct of the training-orientation and documentation;
- Post Training Report
Requirements
General Qualifications and Skills
– Graduate of any field in commerce, laws, economics, public administration and relevant experience in the field of public finance management
– Authorized and accredited Trainor on Government Procurement Laws by Philippine Government, specifically by the Commission on Audit or Department of Budget and Management – Required
– Expert in spoken and written English
– Fluency/ Knowledge of at least one local language is desirable
General Professional Experience
– At least 5 years of experience in governmental service at the national level, with strong competencies in governance and public administration
– Experience working as trainer or resource person in delivering capacity development training for government and non-government organizations
– Experience working with development partners and multilateral agencies will be desirable.
Specific Professional Experience
– At least 5 years of experience working in and/or for government with strong competencies in developing and executing training program using adult learning methodologies
– Experience in working with governments at the National Government and/or at the Bangsamoro in at least a senior-level position in government
– Extensive knowledge and experience in Public Finance Management and Administration
